just a question

hey Is it normal for a freshly healed tattoo(2wks) to have like a shiny effect to the skin. i know i am not going too deep i mean ther are no welt s or anything it dont even scab! any ways i appreciate the advice........ thanks! PS i look forward to uploading some of my work

Yes.
New tattoo will have that look - then more skin will grow or heal over it and it will soften and look more subtle. It might also vary in color - some pigments will fade a bit - while others will seem to brighten up.
Better to "not go deep enough when tattooing" then to go way too deep...
Check with the artist who is teaching you -

You don't have any tattoos of your own do you???
If you had a bunch of tattoos - then you could see the healing process first hand - obviously.
You could also watch a professional in action.
