Needle used on wings feathers

Hi guys. I found this online and I love it. I was wondering how do you get to make each tiny hair on each of the feathers like this tattoo. It’s amazing. I have seen a lot of wings tattoos but this is my favorite so far. It is shading with a very small needle, a magnum… I don’t know I’m confused in this one.

Looks to me like some well done shading with a mag or flat shader

you would be suprised. Alot of my colleagues prefer s smal round shader for those small meticulous details. A mag tend to look blocky and uniform, but it can be done
